In addition, they should further opportunities for literary enrichment through the development of reading, viewing and listening skills, literary taste, and discrimination in choosing materials. The Library should contribute to the development of social, intellectual, and spiritual values. The main purpose of the Library is to promote lifelong learning for areas residents and students."

To choose materials with high artistic quality and superior format. 5. To select materials by principle, not personal opinion; reason, not prejudice; assuring a usable, comprehensive collection. 6. To develop in patrons an interest in lifetime learning and lifetime use of the library.

1. Authority: Authors' qualifications are a dominant factor. 2. The breadth and scopt of the coverage should represent all viewpoints and give all information necessary. 3. Reliability - accuracy and current. 4. Treatment of material.

Consider the electronic format when there is a need to optimize access to users and to reduce the number of duplicate print copies. The e-version may be considered as a first copy or a duplicate copy of a high demand title.
Consider the electronic format for areas where the alleviation of space and storage issues is paramount.
Material that is likely to be vandalized or stolen
Consider the e-format in order to reduce or eliminate the need to purchase replacement copies, which are sometimes expensive or no longer available.
Acquisitions Policy: General Principles
1. Library books, periodicals and non-print media will be acquired in accordance with the following priorities, ranked in descending order of importance.
Materials that are directly related to currently offered courses and curricular programs.
General reference works, and works in fields not directly related to curricular programs.
Materials needed by faculty and administration for research, or for personal or professional growth, or for other serious purposes.
Materials needed to maintain and develop a limited number of special collections; to form a foundation collection in a specific subject in anticipation of future programs of the Oakes School; and to acquire appropriate varieties of recreational library material, as funds permit.
2. The responsibility of selecting materials shall rest with the school Library Media Specialist and shall be consistent with adopted selection policy.
3. As long as the requests for new materials from administrators/faculty/students remain within our annual budget, the library will consider all requests. Under all circumstances, librarians have full responsibility for the selection and priority of purchase of library materials.
4. Replacements: Each year following the inventory of the book collection, the Media Specialist will review the list of titles that have been lost, and re-order according to the principles listed above.
Intellectual Freedom
The Oakes Public/School Library is committed to the principle of intellectual freedom. We also consider ourselves defenders of the American Library Association's 'Library Bill of Rights' and the 'Freedom to Read'. Therefore, the library will not itself censor any subject or viewpoints, and will vigorously resist any censorship attempts from outside.
Processing Procedure:
1. All books will have an authorized bar code attached. The bar code will be attached to the center top of the outside of the back cover under the covering material except where placing the barcode would unduly interfere with any text on the back cover.
2. All books will have a date due slip glued into the page opposite the back cover except where this will interfere with any essential text or picture. If it is not possible to attach a date due slip here, then inside the back cover is the next option.
3. All children's fiction shall be labeled JF and JNF on non-fiction.
4. All other fiction will be labeled NF.
5. All young adults fiction books shall be labeled YA.
6. On the verso of the title page (reverse of the title page) write the following:

Alphabetical designation for all fiction (first three letters of

7. All items will be entered into the online inventory for the library.

Large print books are purchased through the Public Library budget
North Dakota State Library loans the library 25 large print books for a period of 6 weeks. The library has two orders (50) on loan at most times.
Miscellaneous:
1. Gifts
Gifts will be accepted by the library.
Gifts will be accepted on an unconditional basis.
The Media Specialist may choose not to add items to the collection.
The Media Specialist may weed gifts at any time.
2. Weeding
Weeding will be done by the Media Specialist.
Weeding will be an ongoing process throughout the year.
All materials that are weeded are to be disposed of by the Media Specialist.
No one shall interfere with the weeding process.
Reasons for weeding:
Obsolete material
Lack of circulation for three or more years, depending on the nature of the material
Damage beyond repair: replacement may be made
3. Interlibrary loans (ILL) may be requested when our library is not able to provide adequate resources to fill the needs of staff, students, or other patrons. The requesting patron is responsible for the ILL materials.
Challenge of Materials or Media Policy and Procedure:
Policy: A procedure for processing and responding to criticism of approved material shall be established and followed. This procedure shall include a formal signed complaing of standard forma and an appointed committee to reevaluate the material in question. Procedure: 1. Complainant must file a request for removal of materials with the Media Specialist who will acknowledge receipt by dating and signing Request for Removal Form. 2. A committee will be set up to review the item in question. The committee will consist of the following: a. The Media Specialist b. The president of the Oakes Public Library Board c. A member of the Oakes Public Library Board d. A member of the Oakes School Faculty 3. Within 30 days of the filing date the material in question should be brought to the committee for evaluation. The committee has 90 days to make their recommendation. The initiator must be informed of the meeting(s) and shall have the right to participate in those meetings. The initiator will be notified of the decision through a letter from the committee. All information and records must be kept and filed.
